Ok had a vac pump to the actuator on the turbo, with every squeeze the rod seems to move freely, will this confirm that my vanes arnt sticking or just that my actuator is moving freely?

Ok glad that was clarified, means its one less thing to solve my limp mode out.
Think i'm narrowed down to N75 now...
So if I replace that and it doesnt help.. then im stumped.
