main beam on when lights off?

Hi,
I've just have my GTI in for MOT today, and its passed on everything except for the main beam doesnt come on unless the lights are also on. I thought this was how it was meant to be, as its always been like this, and I'm fairly sure my previous mk2 was like this as well.

Can anyone confirm if this is a fault or if the tester is being pedantic? Or if it is a fault, what would need done to fix it? The guy suggested a fuse, but if that was the case, it wouldnt work at all?

Its an '89 gti 8v with the hazard switch on the dash, if that helps any.

They should flash as per every other car when the indicator stalk is pulled, but they don't come on and stay on unless the main lights are on (stalk pushed forward to activate them)

I had similar when I MOT'd mine, failed on windscreen washers non operative.. Turned out he didn't know how to use them!

took mine in this week...he refused to continue with the test as the passenger door could not be opened from inside or out....

Just an update, turns out it wasnt the tester being dumb, it was the receptionist who hadnt relayed the message correctly. The switch is faulty basically the lights only work on sides or full beam, but not normal dipped.
Following a melted ignition switch in the column (now fixed) i have some melted wiring and duff switches. I've had an auto electrician look at it and he can sort it without too much trouble, but I need the switch that controls the lights where the main beam/flasher is, which is actually the switch connecting the wiper arm/mfa. So if anyone has a spare one of these for an 89 GTI (see also my post in the Wanted section) I'd be most grateful. VW heritage claim to be able to get one, but its out of stock at the moment  :sad:
