its a 1996 and doesnt look as if its had air con, no signs in the engine bay, i mean.

Mine has 2 buttons there as well, though they dont say norm and max. left one says AC and right one is 2 arrows, like a circulation picture, which I guess could mean max If you turn it on the light only comes on to say its active if the AC is also on

I think one operates the bilge pump.

The other activates the additional 8 vales to make it unquestionably better than the 8v gti. There's also a dial there somewhere, turn it fully to the right to insure you have more torque through the whole rev range than the 8v.
