What cover have you been looking at? (tpft? Comp?)

At 18 and driving under 2years £1800 does not actually sound that bad imo, a lot of insurers will have a minimum age for a car like a GTI or require that you have been driving 2yrs etc

Try www.footmanjames.com BUT PHONE THEM! Ask for a classic insurance policy quote on a Mk2 GTi... ;)

£1800 isnt that bad for an 18 year old with 0NCB on a MK2 GTI. I doubt your going to find much cheaper. If it makes you feel better im paying near that and im 21 (but mine is group 17 so :()
