I have an 8V Golf GTI mk2. It has 137,000 miles on clock. The engine looks really rusty, what can I do to make it look like new? I can see pictures of low mileage GTIs and it looks as if they have black paint on the engine cover.

Well something like this http://www.toolsinstock.com/index.php?act=viewProd&productId=390842 connected to a drill with something like this http://www.toolsinstock.com/index.php?act=viewProd&productId=378755 on the end, will get the rust off. Brush the dust off then paint the metal with a coat of Kurust, then use black Hamerite on the metal once it's dried. Most people use Hamerite anyways.

Before you paint the parts. Jet wash the bay and put the nozzle real close to the engine block. Works well.
I then used a wire brush, some sand paper and some thinners.
I just painted it up while the engine was in bits as it made sence. It can be done by just removing all the parts/pipes and wires out the way.
nothing special but less of an eye sore
