Title: strange happenings with my brakes

i have a 93 gti 8v
when i brake everything is normal at first
but i have slowed down to say 5-10 mph
they make a whiring noise and the pedal forces it self back up and becomes very stiff

can anyone help please

Very odd indeed,  I would say its a servo problem?  Have you checked there are no splits in your vacume line to the servo?
