Those aren't component speakers, they're two-way (they have built in tweeters). If thats what you want then ok, but you do say 'Comps' in the title.
Also, In-phase are generally regarded as crap. I actually have some in-phase components which are ok, they sound nice and clear but don't have much bass at all - doesn't bother me because I have a sub for bass. I do also have some speakers very much like the ones you link to there, some in-phase XT62 speakers which are a bit cack. They're the 6" version I guess from the model nos. I only got them because I needed some cheap speakers to put in my golf for selling, and the ones I bought (cheapest I found on ebay!) got lost in the post, so they sent me them as a replacement.
these (http://cgi.ebay.co.uk/INFINITY-13cm-Reference-5010cs-2-way-component-speaker_W0QQitemZ330218156696QQihZ014QQcategoryZ18800QQssPageNameZWDVWQQrdZ1QQcmdZViewItem) would almost certainly sound a lot better. and are components, but that was just the first I saw so I'm not saying buy them... Just saying the in-phase are probably a bad choice, especially for that money (the XT62 ones I got were £16 delivered to me, but apparently they normally charge £30 for them)

There are so many different speakers out there, it's impossible for anyone (except maybe an honest installer) to give you a good comparison between different makes/models.
I would agree with the previous post though - I've never heard anything good about in-phase.
For budget comps, these get a very good review:

and you can buy them here:

The budget end of the market can vary quite a bit - £40 can buy you something quite good, or something next to useless. There are lots of reviews on the first link, but those fusions are the most affordable I think. Those infinitys linked above are not bad either (they were £100 comps when they were first released), and I have a pair going into my next car. I've heard them described as harsh, but time and lots of work will tell!
