Either your plastic side clips are snapped, the big 17mm bolt bumper fixings are loose, or the overall bumper bracket is badly rusted.
Get it jacked up and have a look. Search for "Big Bumper" to get loads of info on what to unscrew etc.

the clips aint snapped. the bolts are as thight as i can have them. not sure on that.
i will look again tomorrow.
thanks conker

When I was putting my bolts back in, the rear ones needed weight pushing up on the bumper to bring the thread close enough to the bolt to get it to "grip". If just the front one's were tight, it would make the bumper hang like yours - perhaps thats whats wrong??
-
oh nice ill have to get under it tomorrow and take a look see.
thanks again conker

one side of my rear bumper was like that
2 washers later
straight as an arrow

car is looking good bro

chuff did you get longer bolts for all those washers and did you just pack them in under the 17 mm bolt.

jesus mate - thats $h1te.
and nope, i didnt use longer bolts - and i " stuck " the washers onto the bumper brackets to raise them up
-
Ouch! Did you get it sorted in the car park or did you drive ghetto style home?
How is the bumper now? still off or fixed?
-
well its really badly made. the whole bumper plus the front splitter are one big plastic mold and is attached to the bumper iron with glue! not good really! nah tring to fix it now.
thanks chuff i would try that but i have no bumper so........!
