is it possible to fit twin webber 40s onto a 1.3 mk 2?

Now Now, play nicely  ;). Yes you can fit twin 40's to a 1300, there was a white Mk2 featured in Performance VW (fully stipped out, caged, rally front end....). Bear in mind that the insurance compaies will love you for fitting thema and you may have to get a custom manifold built (I don't know if an 8 valve 1800 inlet will fit). Plus you'll need an uprated fuel pump and unless you have had a load of work done on the head and a fairly racey cam fitted you'll be over fueling. If it is a faily standard engine, go for a webber replacement carb as not only will the choke work, you'll get a small increase in power and most insurance companies wont put up your premium.
