there are two ballasts one per light and they effectively convert the voltage from 12v to however many hundred volts are needed to strike the HID and maintain the current and sh1t

well i only got one ballast on these 2003 model r32 headlights?
the right hand headlight (back of it) looks alot different from the left :S
-
do they both strike up? as they wont strike with out the ballast
i thought the bits on the back were the self levelling parts
which light is it that you've a problem with as i've got a spare drivers side

as rhyso has already said mine were a factory fit option so fully legal
IIRC they were a £700 option at the factory but not many people ticked the box as its only really recently that people have started to realise how much better they are.

What makes the illegal if you fit them yorself then?

the law says you can retro fit xenons however you need to fit appropriate headlight reflectors ie change the cluster to the xenon one not just change the lights (like the cheap kits)
you also have to have the washer jets and auto leveling
