Attached are a couple of photos of my rear bumper. I can't decide whether the previous owner has painted it, and its now peeling, or whether it's the original paint/laquer thats flaking off. What's underneath is an orange peel like finish.
Whichever, anyone got any ideas how to take it down to its base before repainting it? I don't really want to use a wire brush, in case it buggers up what's underneath.

looks like it's had paint to me.... mine are that orange peel looking plastic as standard..
depending on wether your repainting them or stripping the paint thats on will decide how you sort them??
