where do these people get there number plate recess s from when they fit a smooth boot?

dont fully understand what you mean, are you on about, how do people smoothe the tailagte and what do they use to fill in the recess?

if so, then usually they spot weld a plate which si cut to size, then run a seam weld all the way around it, then grind and smoothe flat, fill and paint.
