Title: stretched tyres, 195 wheels, is it possible?

Righty ho, being one of those weird euro types, and being in need of a set of rubber, i want to go for stretched tyres.
What i wanna know is:

can anyone tyre work?

can normal tyre shops make a stretched tyre?

The thinnest tyre i can find in 50 R15 profile is a 165. Current tyres are 195's. Will this give me much of a stretch?

any other issues i should know about the ancient german art of pulling your rubber?

wow, that website is really cool!!

decided not to go for stretched in the end as it seemed a bit ore fuss than its worth, so ive got some nice T1-R's on the way instead. :)
