Title: Damp starting problems

Help urgently needed. I have a 96 N reg MkIII 8V GTI 110,000 miles and just recently has been very difficult to start in the morning when damp. The engine turns over fine, but takes a good minute to get going. I have replaced all ignition leads and dist. cap but has made no diffrence. My local VW agent had the car for a week and tested everything and found no problems. Since posting this cry for help I have managed to check the ignition system and there is plenty of ignition spark, this indicates the problem is one related to the cold start function. I guess the  fuel air mix is not setting itself when cold. This is really giving me grief.....help.
