Ummm what exactly are you doing? Its doubtfull if you can rub out chips and if you have painted them then first you should use a fine wet & dry.

well some chips are down to the metal , and i heard theres a rubbing compound like a paste that will base and fill . then paint......

Knifing putty/stopper will do that, Halfords sell it. Body repair isle, green tube.
