I am not too sure about here but some states in the U.S. use a device that is fired from under the police cruisers under the offending car that usea an electromagnetic pulse to scramble the ECU and what not. Never seen one personally but saw an article about it in Popular Mechanics magazine. Remote car stopping would be a pretty dangerous thing I would bet. What about if the person is speeding to the hospital or something like that?
