Title: Engine problem 2.0 GTi 8v

What would cause oil not to get to the top of the engine on a 2.0 8v GTi?

I have been told that the engine has been overfilled of oil and this is the problem, would simply swapping the oil pump fix this? If so, where is the pump please?

Any help will be greatly appreciated.
