I dont think its a country and I have been doing some digging, here is another pic, it does look based on a Mk1 Cabrio.

I think it's one of those VW approved models, where the company takes brand new parts from the factory and builds it themselves.
Look at the name it was given:
"VW Biagini Cabrio syncro 1.8"
Which suggests it's build from a Mk1 Cabrio, with Mk2 Syncro engine and running gear, by a company called Biagini.
I like this Translation of it from Google:
"Volkswagen-Cabrio I, drive strand Volkswagen trade wind syncro 1.8l 107 HP of G-Kat.Erstzulassung 12/1993. Lamps and tail lamps modified, large ramming support, interior equipment Alcantara, trailer coupling (1800 kg), aluminum wheels 195/65x15 etc.Â… he is logged out unfortunately already one while and needs therefore a full acceptance, which might make however no large problems."

 brilliant!!
i like it in an ugly sort of way..... esp the matching wheels! :P

VW Biagini's were a Mk1 cab bodyshell, and bastardised by Fiat... built under license, in other words!

anything built by fiat is  (imho)
-
it may have been built by fiat, and it looks a bit  but it wouls appear that it had a golf 2 syncro chassis, with (almost) a golf 1 cabrio shell, could be fun, in a kind of rip it apart, and put it back together properly kind of way.
there found more...
