Title: idle speed too high after inlet cleanout

(1985 Golf GTI MK2)
I have just changed the head gasket on my engine, I also cleaned out the inlet manifold as it was very oily.
Now after reassembly the tickover is too high - I turned the idle adjustment screw fully in (one turn clockwise) but I am still idling at 1.5 X 1000 revs instead of 1000 (what it used to be) - apart from that the car seems to be going great, can anyone tell me how I can get the idle down to 1000 revs.

Is the rubber seal on the idle screw worn, letting air in? :)
