Title: Can an alarm brain be fixed??

Hiya all, just bought a second hand clifford concept and when ive been told by the bloke who was putting it in that theres something wrong with the brain cos its showing 12volts on the earth wire apparently but i know absolutely nothing about electrics so just wondering if anyone knows if it can be fixed??  :huh:
