Where can I buy touch up paint for my Mk3 GTi? How do I know which paint code is correct (do anyone know what is this color called - see pic)

Dragon Green innit?

And a stealership is your best bet - they're only about a five spot. For that you get a clearcoat and a colour! Cheaper than Hellfrauds and OEM...

If you have the original service book, there should be a sticker on the inside of the front cover, the paint code is on it, as well as loads of other information.  Just take the book to the parts counter at a dealer.

In the boot is a sticker which has your engine code and lots of other stuff. The paint code is a four digit code like LC9Z which would be C9ZL which is black magic if i remeber right. Your car looks like dragon green, does it seem pearlescent with a blueish tint to it? if not might be boston green. Halfords mixed paints(£9.99) arent bad if you have the correct colour code so they can get the correct match as for one colour there can be 10 different varieties.
