When you say DRL, you mean the ones that are part of the headlight unit?

Yes, it is.
The normal intensity of LED DRL’s is too bright for night time use, and there’s a risk they would dazzle oncoming road users during hours of darkness. When the headlights are illuminated, the bank or strip of LED’s used for the DRL’s will still be lit, but it should dim down. Presumably that’s why the government guidelines on their use refers to the DRL’s turning off when the headlights are on - effectively, the DRL function changes from high intensity DRL to lower intensity sidelight. The DRL’s also double up as parking lights - again at a reduced level of intensity when in use so they don’t dazzle oncoming road users.
From the Governent Guidance on DRL’s. Reference below to ‘position lamps’ means sidelights or parking lights;
’Dedicated daytime running lights
Daytime running lights (DRL) are purpose-made, low-wattage lights that can be fitted to a vehicle and used during the day to improve the visibility of a vehicle to other drivers as well as pedestrians, cyclists and other road users. They do not need to be operated manually as they automatically activate when the engine is started and turn off when the engine stops or when headlights are switched on at night.
DRL are necessarily bright to ensure they are visible in the daytime but not so bright that they will dazzle others. However they are too bright for night time use and are not intended to illuminate the road in the dark. If used at night they will cause dazzle and discomfort to others and so drivers should always switch to their position lamps or headlamps at night.’

Did you have LED matrix headlights on your A3? If so, then maybe LED matrix headlamps on Audis are ‘‘intelligent’ enough to auto dim or switch off the DRL LED’s when the car’s sensors detect oncoming vehicles approaching, but at all other times they’re at full intensity (e.g. during daylight or at night time when there’s no approaching traffic).
If they do work this way, then you’re unlikely to be aware the DRL’s are doing this from the driver’s seat.

How much DRLs dim, when the headlights are on, can be changed, using VCDS, or OBD11 etc. Maybe the settings in your A3 had been modified in this way?
