The Infotainment has a setting to lower the mirror when in reverse, however there’s no change to the mirrors when the vehicle is in reverse. Question is what should this do and if as I aspect decline the mirror angle, is anyone else having this issue.

You have to actually set it up first.
Turn the mirror switch to the left mirror.
Place car in reverse and adjust mirror so you can see the curb.
When you take it out of reverse it should return to normal.
You must switch to the left mirror if you wish to use it.

Yes, it has to be set up, because the dipped mirror position for one driver won’t necessarily be correct for all other drivers (different seating positions, driver height etc.), hence why it’s not done at the factory.
From the owner’s manual;
Storing and activating front passenger exterior mirror settings for reversing
Unlock the vehicle with the vehicle key to which the settings should be assigned.
Apply the electronic parking brake.
Switch on the ignition.
Put the gearbox in neutral position.
Select reverse gear.
Adjust the front passenger exterior mirror so that you can see the kerb area, for example.
Put the gearbox in neutral position.
Switch off the ignition.
The settings for the mirror position will be saved and assigned to the vehicle key.
Activating the front passenger exterior mirror setting for reversing:
Turn the rotary knob for the exterior mirrors to position ‘L’ (for right hand drive cars)
Select reverse gear while the ignition is switched on. The left exterior mirror will now adjust itself to the stored position.
The front passenger exterior mirror will move out of the position saved for reversing when the vehicle is driven forwards faster than approximately 15 km/h (9 mph) or when the rotary knob is moved out of position ‘L’ to another position.

And you have to leave the switch on L or it won't do it.. Can't remember how you turn on the heated mirrors on the mk8 but on the mk7.5 it meant switching it from L
