Would R8 coil packs work on a Mk4 golf gti? If so would there be much change in performance?

Yes and no as Barry said.
They will work, ideally you also add coilpack spacers to ensure they stay snug.

That said however, they aren't necessary at all.
The standard coilpacks produce enough to support relatively high power applications.
