i own a mk2 16v and have a great problem starting from cold. The car seems to run very lean. If i turn the ignition and let the pump prime and then turn it off and prime it again about 20 times the car starts up fine. A friend recjons that its the accumalator

Have a look through my 2e2 carb FAQ:

I recon its your 3/4 point unit thats gone or is disconnected, its job is to hold the revs up for a few seconds on a cold start :)
Easy to check, watch it and start the car, it should start off fully extended and retract after a short time. On my Driver it was stuck in the retracted position, bit tricky to swap though as you have to take the whole carb off.
