Title: Body Coloured Rubbing Strips?

Ive seen numerous Golf Mk3's with the rubbing strip under the headlights and brake lights body coloured.. and its not an aftermarket job either... these are cars driven by old people and the plastic is smooth not "cross-hatched".

Ive seen it on different coloured Golf's but not sure if they were all the same spec. Was this an "optional extra" or summet? or a special model? cos the "Colour Concept" didnt have these coloured.
