Had a recall on my dads gti for rear fin underneath spolier, they now stick out and are sharp. Not only is he unhappy with this but when he took it to a vw dealer to be done they scratched the paint work and never told him. Very unsatisfied with the workman ship carried out. They response was get some G3 and try to polish it out. Scratched too deep so won't polish out.

Simple. Get them to repair it.
This is the reason I hate taking my car for any work whatsoever but the last couple of times I've had to take it to the dealer, I've cleaned and polished the car meticulously and asked the person booking it in to inspect it before I leave.
Both times when I've come back to pick it up, its either been straddled across 2 spaces (the spaces are very tight) or parked in a very large bay on its own. They obviously took notice of what I told them.

It's alright them repairing it. But that's not the point the car is perfect not a mark on it. Why should he lay back and let them repair it? To be honest I think he's going all the way with this lol.

Sorry to hear about the damage. It's a real pain when the dealers show so zero regard for our cars!
Which dealer was this?
If you do get them to repair it make sure they'll do a good job and won't cause more damage.
Up until now I've given up using main dealers as my cars just come out with far too many knocks and scratches. I just don't think they have the talent or vested interest.
I've got my first 1 year service due on the GTI and even with the VW dealer price matching my usual indie garage, I just can't bring myself around to using them. I just have this gut feeling a simple service will turn into some bonnet respray.

The dealer was JCT600 at medowhead sheffield

I appreciate its not the point but if he's not going to let them repair it what is he going to do? Try and reject it?

To be honest if it was me I would of been like yea repair it and I want something for unconvincese lol. I haven't got a clue what he wants them to do. But I will let you know how he gets on

He might be better pushing for a detailer to sort the scratches if they can be machined out.
If it requires painting then he could push for somewhere he knows will do a good job.
I can feel his pain, trust me
