Title: Washer jets (motor) sounding even when key removed

So I pull into Aldi and park and pull the key out. I hear a pulsating noise coming from the washer jets. Wow no key in ignition..put key back in and play with stalk turning wipers on and odd with washer jets....(back and front)...noise stops....(note washer fluid empty)..go buy washer fluid in Aldi...also had problem with horn sounding off recently.....car is Carrie like...anyone can clue me in?....both times during rain.......(I know golfs hate rain, snow etc)
