swap bulbs over -see if the dim light goes to drivers side-then its a duff bulb. it happened to me once when i had angle eyes .

if no joy with my above post, take lights out and plug passengers in drivers side ,if still dim ,theres faulty or loose wiring in the light somewhere.

have you wiggled the wires inside the light ,to see if it gets brighter/dimmer ? possible loose or faulty connection -also if i remember correctly the halo part of the light works by relflectin the light beam around the halo shaped glass tube by use of little chromed/polished plates- are they there like in the correctly working drivers side light?

is the plug in back of the light plugged in tightly ? no broken or corroded pins in the plug ?

after close inspection I noticed the projector casing around the brightest light has a small gap around it wondering if that has affected the angle of the light as the other side is fine

This may be nothing to do with the issue but the driver side should always be facing down more and not as bright as the passenger light, so you don't blind on coming vehicles... Correct?

Scott might be on to something; are you sure they are for left hand traffic?
