I came out to my car on Wednesday to find it had been attacked by seagulls.
Some of those marks just aren't shifting, they have left dull matt stains on the surface.

Wash thoroughly, followed by clay, if that isn't working, chemical paint cleaners like Prime Strong or Lime Prime. If that doesn't sort it then polish. Start with a light hand polish like SRP and move up.
If that doesn't work you may need a machine polish. If you don't own one, contract a local pro detailer.

I was just parked in work in an industrial park but the seagulls seem to come every year to nest
Some other cars have had similar done in the last week.
I have used a machine polisher and most of the marks are gone, there are a few stubborn ones but I'm afraid to cut down too much. Maybe time for a Pro as suggested.

The clear coat will be burnt the water based paint they now have to use is pathetic and offers no protection against seagull and pigeon sh!te

That may even require a light wet-sand to fully remove the marks... They're a nightmare!
