HGV's make this weird noise when they shift gears. I was always told it was the waste gate by a mechanic friend. it's hard to describe the noise. kind of like a Owl haha.
the other day I heard a bora make the same noise.
any idea what makes it do that?

You on about turbo chatter ? Like a fluttering sound ?
It's caused by air going back through the turbo. Some set ups give more chatter than others
Or to get a very loud chatter you remove the dump valve basically. Not great for the turbo though

Some old school turbo cars come like this from the factory, Renault 5 GT Turbo being one example that I have personal experience of....no diverter or 'dump' valve as standard and those engines are pretty reliable.

True but it was designed that way
Running without one probably won't be an issue on low boost, but I wouldn't want to run high boost without one on a set up designed to have one
-
They call it the 'pigeon mod', popular with drifters and S13/S14's etc. Removing the dump valve completely.

How do you remove the dump valve on a diesel??
-
A mate of mine had it on his diesel. He said he put a cone filter on. Some say decat makes the HOWL noise.

iv heard that the best way it to use a adze but you need to be very careful as they can be difficult to work with and you might take more than the dump valve off

Decatting a mk3 TDI definitely increases the 'twit twoo' effect.
