which cable did you buy, what laptop are you using, which version of windows 7, which version of vag com or vcds lite???

i am guessing cheap ebay cable, 64 bit windows, old 'internet download' version of vag com....

i'd try vcds lite... maybe it will work with that... if not then there's something that can be done but for that need an awful lot more info

http://www.ross-tech.com/vcds/download/

The lite version should work fine. (Howver depending on the cable you have.... if it is a proper cable, the full version will work)

I don't know an 'ebay' brand cable... if it came with software why don't you use that, probably some cracked sh!t....

sorry to be blunt but why don't you put at least a link to cable here?
how am i to guess what cable that is?? there is so many out there. if you're lucky it's a genuine fdti chip.... if not it's fake and will only kinda work with the fake drivers it came with... if it's a prolific based chipset throw in bin... they never work - full stop....

The model you bought states that it won't work on Windows 7.
FDTI do a driver for Windows 7, with that VCDS lite (at least the unregistered test version) should work. If it doesn't this would suggest the Windows 7 driver does not work correctly. Whether this is installation issue or the hardware that came for 7.98 delivered I would not like to speculate ;)

Try to download drivers from here, then fiddle the COM settings (FIFO buffers etc)
http://www.ftdichip.com/FTDrivers.htm

maybe this will get it to work.

if not then it can be tricky to find a good one on amazon or ebay - most of them won't tell you which they are.
personally i use a serial version of the diagnostics adapter I built from a kit:

since my laptop does not have a rs232 com port I use this adapter (had it for µC projects etc - much better than many cheap converters out there which is why we use it at work too):
