Title: Help needed! Wiper and breather issues!

Hi basically I've got a 98 golf mk4 1.4e. When ever I start the car or just put ignition on the rear wiper comes on and will stop in a random place. Anybody got any ideas how to sort it?
Also noticed the breather hose was checking yellowy mayo stuff through and was wondering if anyone knew where I could get a new one or how to stop it chucking this stuff through?

Remove the rear wiper and bin it ,it has siezed. Put rubber bung in the hole.  :smug:
