your hand brake could be due to knackered rear calipers, a common fault on mk2's. there are various ways of sorting this but mostly it envolves new calipers. depending on which gaiter is split will depend on what needs doing, is it cv joint? inner outer?

most people buy new handbreak cables when they buy new calipers. I would buy new handbreak cables first and then see how it goes. The cable could be seized you never know
