could be the relay, happened to me. found one fuse blown, didn't realise there were two at first. both were blown, replaced 'em and it still didn't work so replaced the relay after tearing my hair out and it works fine now!

your horns are placed on the right hand side of your car screwed in place by one of the front bumper screws - check that both cables are connected the horns as if these have come off - even one of the cables they don't work. Trust me I've had to take mine off today after having to take bumper and arch's off...
Also check relay as Gtijoe as said...
Check the steering wheel connections are working properly as if these are not connecting properly - thus no horn.. :)

Now that's a leading question dear !............are you sure this is the right forum to be asking such a question ??
Seriously though , if it's a mk1 .... on some of them there is an earthing wire that connects the steering rack to the body and this could be the reason your prob.if it's broken or the connections are iffy but this may only apply to earlier mk1s :undecided:
Oli

Something similar happened to me, when I pressed the horn the engine wanted to die (if I kept the horn on the engine would definately have stalled) hope it's not what mine was mate cos my entire fuse box was b*lloxed and I needed to renew - which needless to say my friendly local VW dealer was rubbing his hands together - will keep my fingers crossed matey
