Title: strange horn question

Sorry for this being in the wrong section but in the off chat section it seems quiet recently.

Anyhow...

My neighbour has got a newish fiesta and is having weird issues with his horn.
When the car is fully shut down the horn works but when the car is running it doeant work hardly atall, only very faintly.
 
He's took it to the garage but everyone is confused and it's not something simple like a fuse.

Can anybody give me a suggestion please as he has failed the mot at the moment.

Probably a ground fault somewhere.
