Title: Any idea what this wire is?

I opened up the bonnet this afternoon and noticed this had come loose. It's probably been like this for a long time I just happened to notice it by chance, just wondering if this is contributing to lazy cold starts and the hot start issue where it takes about 5 secs of cranking to start.
