Some filers have come up really cheap but I ain't got my camera on me to check if it is a 58mm fitment, am I right in saying it is??

It's not the camera that's the issue, it's the lens that you need to know.
Once you know which lens you've got, then you can look up what filter size it is.
Is it just the kit lens from the 300D ? eg an 18-55mm ?

You seem to be confusing filter size with lens focal length.
18-55mm is the focal length of the lens (the longer the lens, the greater the zoom).
The filter size is the measurement across the front of the lens where you screw in a filter.
The lens that comes with the 300D is most likely the EFS 18-55mm which has a
filter size of 58mm.
What type of filter is being offered? UV, polariser,ND filter?

well worth a tenner. Odds are the Image quality (IQ) will be shocking but the colour filters will give you an insight into filters with B/W the same with the other creative filters.

For a tenner, probably worth it (provided they fit). The LPL is a Linear Polariser, so should be ok (circular polarisers are meant to give fewer problems with auto-focus).
The close up and ND filters will be useful, but the rest are effects filters, which can be simulated easily in Photoshop without degrading your image quality.
Check them for scratches, dirt and dust. Don't expect them to be brilliant, but you might be lucky, especially if you spot some decent brands (eg HOYA, Kenko).
