Title: Doing the timing on a 1.3 :/

My neighbour has just bought a mk2 golf 1.3 project g reg with 80 spec wiring. It's got the pieburg carb, the timing is out but I have no idea how to do the timing? It's got a 4spped box so no hole for the flywheel marks, on the outside of the cam there is a dot and a large plastic arrow, I lined that up and rotated the dizzy to point to lead 1, is that it? It still won't run and pops back up through the carb!!
Any help with this weird little thing :D

how are you trying to start it? I no with my 1.3 I have to turn the key so there's power wait till coolant light stops flashing then put gas peddle down, finally turn the key one last time while foot still on gas.... have you tried push start??
