Title: fitting new tank straps, does the axel need to be dropped?

wanna replace the unsightly rusty tank straps on my 94 golf, does the axel need to be dropped to get to the bolts? thanks for any advice

ps. anyone know what a garage to would charge to do the job?

No, they will more likely be rusted though!
