dose this come in kit form or do i cut holes in the wing to do this ??

you can buy a weld in plate from places like venom or performance solutions (see adverts in golf+ or pvw) or get someone like cool louvres to press one in.
in reality the vent do sweet fanny adams when it comes to sucking in cold air but they look sweet as. i've got a sprinter vent ready to be welded in!
