Ok got a bit of a weird question; can a car be insured by 2 different people on 2 different policies? Basically i want to insuremy car (v5 not in my name) which is also insured by my brother (can't go on his insurance as his company are a joke)

Conflict of intrest. It's classed as dual insurance and is not allowed. Trust me I deal with it day in day out (sort ov)
