Can anyone shed some light on what this is? also should it be on or off?!

well unless you have the key to turn it on, on top of it, you'll have a hard time trying to set it off

I do have the key lol its turned on and it does nothing, theres also another one on the car! someone in the past really want to protect this car! :D
