Not sure why this is happening pal,but id defo be taking it straight back to where you had it done and be questioning them as to why its not functioning correctly as they did fit it.Maybe its just a case of it being a faulty cable and its just not adjusting correctly, but whatever the case go back to where you had the work done especially if you have a receipt and let them know something isnt right.

Cheeck to see if the white plastic clip is not held on the tabs (needs to be released/loose)

I know when I had a crappy clutch cable, it would stick and still be releasing when my foot was off the clutch, what worked for a while was putting some oil down the sleeve the cable runs in to lubricate it some more..

Unlikely to be a new cable at fault, sounds to me like the thrust bearing is cream crackered

It looks like you have the wrong cable altogether my friend.

You have this one fitted to your car now:

http://www.ebay.co.uk/itm/Volkswagen-Golf-1-6-1-8-Diesel-1987-Onwards-VW-Clutch-Cable-EU-Made-New-/140424319347?pt=UK_CarsParts_Vehicles_CarParts_SM&fits=Car+Make%3AVW%7CModel%3AGolf%7CPlat_Gen%3AMK+II&hash=item20b1f11173

Which is not for a MK3. Where did you get this new one from??

I dont know, It either the cable is wrong or they've routed the cable a different way and it gets stuck somewhere when in operation.
