Title: Why can't I send PM's?

I gather from the odd mention here and there that I need to have a certain number of posts before I can send a PM?
Does anyone have any more info on how I release this functionality?

you normally need 10 posts to receive / send

you inbox could be full - try deleting a couple and see if that works
