like most privatised companies from the 80s they have cut basic maintenance in favour of profit, water companies are THE worst, they got rid of the guys that use to do the crap jobs like clearing ditches of undergrowth, gulleys etc which if clear would allow excessive water to drain properly, and therefore prevent the localised flooding we see now.

Correctly maintained floods do not flood.
The Engineers that designed them were brilliant.Some canals are 200 years old and were major feats of engineering and construction. Building them now would be virtually impossible, finanacially and due to NIMBYism.
Most canals are owned and operated by British Waterways and they do not have the money needed to keep all the canals properly maintained.
