Title: Flickering Lights problem

I have recently bought a Mk4 1.8t and have noticed when I start the car from cold the dash lights including the electric window lights flicker only for about 8 to 10 times and the it is fine. 

Also the fan dips when on number 4 its like you have turned it down to two and back up.

Anyone any ideas I have had a auto electrician look at it today and he thought it was an alternator problem but when linked up to computer that was fine!!!

Could be a bad ground or relay/fuse about to blow.
