Title: Spraying treated rust

Decided to tackle some rust under my rear badge today.
I sanded it down with some coarse wet and dry, got rid of most of the rust and got down to bare metal around it.
I put kurust on the rusted bit.
Now my question is, do I now sand it down, progessively using finer wet and dry or should I do that before I apply kurust?
Also, I've masked off the area. There's still paint so do I need to primer that then build up a few layers of paint, sanding in between?
Bit unsure about the whole thing but thought I'd give it a go anyway!

Here's what I got. Only sanded with rough grit paper then I applies kurust
