Title: lack of power

i need help,problem is doing my head in.my car was blowing from the turbo manifold,so i had the gaskets replaced,but the car was still sluggish.i have had the maf replaced and the car runs alot better.the problem i have is its supposed to be 150 bhp,but there is no way its getting that.the car whistles at very low revs which i do not think the turbo should be making that noise at low revs.would a leak in the pipework drastically reduce the power of the car.
p.s the car starts and runs fine and at 50 mph plus runs as if nothing is wrong.the problem is pur acceleration.any ideas appreciated.
