Title: 16v mk2. Has no power?

My 16v golf is currently being moted, before it went in it was flat as a fart idle was smooth but as soon as you put your foot down it spluttered and did nt really go any faster, if you feathered the throttle it would pick up speed.  They have changed the noisey fuel pump and checked the timing, when on the gas analyser it goes really weak as soon as any throttle is applied?  There going to change the fuel filter next, then possible injectors? Any ideas can't early find much via the search option. Any ideas

Any idea where the overrun shut of valve might be located?  Seems that it might be something to with this?

Its grey and sits under the rubber pipe (far left) usually a jubelee clamp of sorts on it. TEST it out for voltage?
